ஒட்டன்சத்திரத்தில் உள்ள தமிழக அரசின் ஒருங்கிணைந்த போட்டி தேர்வு பயிற்சி மையத்தில் வெற்றிக்கு விதி செய்வோம் என்ற தலைப்பில் கருத்தரங்கம் நடைபெற்றது. இதில் தமிழ்நாடு லோக் ஆயுக்தா உறுப்பினர் டாக்டர் வீ. ராமராஜ் மற்றும் தமிழ்நாடு மாநில தகவல் ஆணையர் வி பி ஆர் இளம்பரிதி ஆகியோர் சிறப்பு விருந்தினர்களாக கலந்து கொண்டு உரையாற்றினார்கள். டாக்டர் வீ. ராமராஜ் பேசியதாவது.

தமிழக அரசின் பயிற்சி துறை மூலம் நடத்தப்படும் போட்டித் தேர்வுகளுக்கான பயிற்சி மையம் சென்னையிலும் ஒட்டன்சத்திரத்திலும் மட்டும்தான் உள்ளது.  இந்த வாய்ப்பை பயன்படுத்தி ஒட்டன்சத்திரம் பகுதியில் உள்ள கிராமப்புற மாணவர்கள் இந்த மையத்தில் இணைந்து பயிற்சி பெற்று போட்டி தேர்வுகளில் வெற்றி பெற வேண்டும் என்று டாக்டர் வீ. ராமராஜ் கேட்டுக்கொண்டார். 

மாணவர்களுக்கான கல்வியும் இளைஞர்களுக்கான வேலை வாய்ப்புகளும் சமூக முன்னேற்றத்தின் இரண்டு தூண்கள் ஆகும். எதிர்வரும் காலங்களில் எந்தத் துறைகளில் எத்தகைய வேலை வாய்ப்புகள் அதிகம் உருவாகின்றன என்பதை முன்கூட்டியே கணித்து அதற்கேற்றவாறு பட்டதாரிகளை பல்கலைக்கழகங்களும் கல்லூரிகளும் உருவாக்கும் நடைமுறை பல வெளிநாடுகளில் இருந்து வருகின்றன. இதன் மூலம் பட்டம் பெற்றவர்களிடையே வேலை இல்லா திண்டாட்டத்தை தவிர்க்க இயலும் என்று பல நாடுகள் கருதுகின்றன இது போன்ற நடைமுறையை இந்தியாவிலும் அமல்படுத்துவது குறித்து கல்வியாளர்கள் விவாதிக்க வேண்டும் என்று டாக்டர் வீ. ராமராஜ் தெரிவித்தார்.

அறிவு, நேரம், உடல் மற்றும் மனநலம், மக்கள் தொடர்புகள் மற்றும் அசையும் அசையா சொத்துக்கள் ஆகியன ஐந்து வகையான சொத்துக்களில் முதன்மையானது அறிவை தேடுவது. போட்டி தேர்வு எழுதும் இளைஞர்களுக்கு அறிவுத்தேடல் பிரதான இலக்காக இருக்க வேண்டும். தனி  மனிதர்களின் வெற்றிக்கும் சமூகத்தின் விழிப்புணர்வுக்கும் அறிவு தேடல் அவசியமானது. இலக்கை நிர்ணயம் செய்து, செயல் திட்டத்தை வடிவமைத்து, அதற்காக தொடர்ந்து செயல்பட்டால் வெற்றி நிச்சயம். எத்தகைய பழக்கங்களை, அறிவை, திறன்களை வளர்த்துக் கொள்ள வேண்டும் என்பதை நாமாக முடிவு செய்வதே வெற்றிக்கு விதி செய்வதாகும் என்று டாக்டர் வீ. ராமராஜ் தெரிவித்தார்.

கடந்த 1956 ஆம் ஆண்டில் நாடும் முழுவதும் 14 கிராமிய நிகர் நிலை பல்கலைக்கழகங்கள் மத்திய அரசால் உருவாக்கப்பட்டன. அவற்றில் ஒன்றான திண்டுக்கல் மாவட்டத்தில் காந்திகிராம நிகர் நிலை பல்கலைக்கழகம் மட்டுமே தற்போதும் செயல்பட்டு வருகிறது. 197 ஏக்கர் பரப்பளவில் அமைந்துள்ள காந்திகிராமிய கல்வி வளாகத்தில் 55 துறைகளில் படிப்புகள் கற்பிக்கப்படுகின்றன. பல வெளிநாட்டு மாணவர்களும் தமிழகத்தை சார்ந்த பல கிராமப்புற மாணவர்களும் இங்கு படித்து வருகிறார்கள். தமிழகத்தில் திருவாரூரில் செயல்படும் பல்கலைக்கழகம் மட்டுமே ஒரே மத்திய பல்கலைக்கழகமாகும். சில மாநிலங்களில் ஒன்றுக்கும் மேற்பட்ட மத்திய பல்கலைக்கழகங்களும் அமைக்கப்பட்டுள்ளன இந்நிலையில் நிகர் நிலை பல்கலைக்கழகமாக உள்ள காந்திகிராம கல்வி வளாகத்தை மத்திய அரசு பல்கலைக்கழகமாக தரம் உயர்த்துவதன் மூலம் திண்டுக்கல் மாவட்ட மாணவர்களும் மற்றவர்களும் அதிக பயனை பெறுவார்கள் என டாக்டர் வீ. ராமராஜ் கேட்டுக்கொண்டார்.

Education and employment opportunities are the main pillars of social progress – Lokayukta member Dr. V. Ramaraj.

A seminar titled “Let’s Create the Path to Success” was held at the Tamil Nadu Government’s Integrated Competitive Examination Training Centre in Oddanchatram. Tamil Nadu Lokayukta member Dr. V. Ramaraj and Tamil Nadu State Information Commissioner V.P.R. Ilambarithi participated as special guests and delivered speeches. 

The training centres for competitive examinations conducted by the Tamil Nadu Government’s training department are located only in Chennai and Oddanchatram. Dr. V. Ramaraj urged the rural students in the Oddanchatram area to utilize this opportunity, join this centre, receive training, and succeed in competitive examinations.

Education for students and employment opportunities for youth are the two pillars of social progress. In many foreign countries, universities and colleges predict in advance which sectors will generate more job opportunities in the future and accordingly produce graduates. Many countries believe that this can prevent unemployment among graduates. Dr. V. Ramaraj stated that educationalists should discuss implementing a similar practice in India.

Knowledge, time, physical and mental health, public relations, and movable and immovable properties are five types of assets, out of these five, the foremost is the pursuit of knowledge. For young people writing competitive exams, the pursuit of knowledge should be the primary goal. The pursuit of knowledge is essential for the success of individuals and the awareness of society. If you set a goal, design an action plan, and work consistently towards it, success is certain. Deciding for ourselves what kind of habits, knowledge, and skills we should cultivate is what it means to create the path to success, Dr. V. Ramaraj said.

In 1956, 14 rural deemed universities were established across the country by the Central Government. Of these, only the Gandhigram Rural Institute (Deemed University) in Dindigul district is currently operational. Located on a 197-acre campus, the Gandhigram Rural Institute offers courses in 55 departments. Many foreign students and numerous rural students from Tamil Nadu are studying here. In Tamil Nadu, the only central university is the one operating in Thiruvarur. While some states have more than one central university, Dr. V. Ramaraj requested that the Central Government upgrade the Gandhigram Rural Institute, which is currently a deemed university, to a central university. He stated that this would greatly benefit students from Dindigul district and others.
